There are four training activities planned for the Spanish Centre of excellence including development of training modules, delivery of training modules, translation to Spanish of European Cybercrime training and education group ECTEG manuals and the design and implementation of the certification programme.

Activity 7 – Development of training modules

Five courses will be designed to train L.E.A. on the fight of cybercrime. The main goal is to avoid the lack of appropriate training on so technical and specific topics. The lack of resources is particularly important for non-English speakers.

The material will be developed in Spanish. Due to this, the material could be used not only by members of G.C., C.N.P, and other Spanish L.E.A, but also for L.E.A from Latin America. In this sense, the participation in this project of the COMJIB will enable a broader dissemination of this material.

Deliverables – Training material supporting the training process of L.E.A. Part of the material will also be available through an e-Learning platform.

 

Activity 8 – Delivering of training module

The five course designed are going to be delivered three times each one. In this way, a broader audience can be reached with only small increment in the costs.

Members of Guardia Civil and Cuerpo Nacional de Policia will attend the courses in this first stage. A maximum of 20 students will be selected for each course edition, so a total of 60 students will be formed through each course. Even if some students would be able to attend more than one course, this organization can potentially provide formation to 300 L.E.A.

Deliverables – The output of this activity will be mostly intangible: L.E.A will have a better understanding of the technologies issues related with cybercrime and will be on a better condition to fight against it. However, the acquired knowledge will be measured through the evaluation associated with each course, and this information will be also an output from this activity.

Activity 12 – Translation to Spanish of European Cybercrime training and education group ECTEG manuals

The ECTEG has recently produced 4 manuals for training L.E.A. on fighting computer crimes. As these manuals are in English, they cannot be used by most the members of G.C. and C.N.P. Their translation will enable those L.E.A to complement teaching material of the courses with the manuals. The benefits of this translation can be extended also to L.E.A. which have not attended the courses, and even L.E.A from other Spanish speaking countries.

All Spanish L.E.A, and also L.E.A for Latin American countries. The participation of the COMJIB will facilitate this distribution.

Deliverables – The four manuals in Spanish.

 

Activity 13 – Design and implementation of the certification programme

A certification program can help L.E.A. to demonstrate the level of knowledge and practice they have acquired. As this program is not tied to the proposed courses, agents can apply to certifications even if the knowledge was acquired through a different training program or own professional activity. Among other goals, a certification can help a L.E.A. to support the analysis and conclusions presented in any judicial process.
